STRATEGIC PLAN: CITIZENS' growth initiative calls for increasing its present $675 million-dollar asset base to a billion dollars, without long-term debt, by December 31, 2010.

Such growth is being achieved through three major initiatives: (i) development of U.S.A. whole life policy sales to average income Americans in the U.S.A.; (ii) making large whole life U.S.-dollar policies available to the top percentage of the population in foreign countries around the world; and (iii) via acquisition of small to medium-size U.S. life insurance companies whose stockowners are looking for liquid value of their stock via a tax-free exchange of their company's shares for CITIZENS' highly marketable shares.

HOW TO TRANSFER STOCK: A transfer of stock may be accomplished by properly filling in the assignment form on the reverse side of your stock certificate and signing the form exactly as your name appears on the face of the certificate. Your signature must be guaranteed by a national bank or securities firm that is a member of a major stock exchange. The certificate with the assignment form, properly completed, should be sent by registered mail to the transfer agent for processing.

LOST STOCK CERTIFICATES: Should your stock certificate become lost or missing, a notice of such should be mailed to the transfer agent so a "stop order" can be placed on the registration of the missing certificate. The notice letter should contain as much information as possible, such as the name on the certificate, number of the certificate, and the date of issue. A lost certificate affidavit will be mailed to you, which must be completed, signed, notarized, and returned to the stock transfer agent before a new certificate can be issued. The transfer agent will require an indemnity bond for the lost certificate. The bond costs approximately two percent of the market value of the lost certificate.

ADDRESS CHANGE: When your address changes, you should immediately notify the stock transfer agent. An invalid address may cause your stockholder mail and reports to be returned to the transfer agent. If your mail is continuously returned for lack of a current address, the law requires that your shares must be escheated to the Treasury of the state of your last known address. Regaining ownership of escheated shares is very difficult. Please notify the Company or transfer agent each time your address changes. It is very important that you do.
